Getting a sajel 3adli (سجل عدلي) — reality map

Not a process diagram — a wall of what the person actually experiences, A to Z. One sticky = one thought, decision, action, problem, or cost. Color reveals where ailb deletes, simplifies, or takes over.

Joe, 24, Zahle — new job offer needs a criminal record extract issued under 3 months. He's also quietly assembling a work-visa file, which needs another one.

Trigger

A paper that says "nothing happened" — demanded by everyone, constantly.

triggerNew job: "bring a sajel 3adli, issued within 3 months"
triggerThe work-visa file needs one too — translated and legalized
triggerLicense renewal? Sajel 3adli. Again.
painIt's a certificate of nothing — and I need it constantly
painMy passport and ID spell my name differently. Which one goes on it?
ailb takeoverailb knows which flavor each requester accepts — and how many originals to order

Where do I even get it?

The answer changed years ago. The folklore didn't.

decisionPalace of Justice, regional office, LibanPost, or OMT?
triggerWait — OMT does this now? 1,400 branches?yes — and LibanPost delivers home
painHalf the people I ask still swear you MUST go to the Adliyeh
actionCall the regional office to check. It rings forever.
decisionAbroad? A parent, spouse, or legal rep can request it for me
painFor some official-use versions the easy channels don't apply
ailb takeoverailb routes me to the nearest valid channel — usually NOT the Palace of Justice

Documents, fees, stamps

Cheap on paper. Expensive in trips.

actionID — or an ikhraj qaid under 6 months if no IDthe dependency, again
actionBuy the tawabe3~LBP fiscal stamps
costFee + service fee at LibanPost / OMT~LBP 100–400k all-in — the trips cost more
actionPhotocopy of the ID — the shop outside provides, as always~LBP 20k
actionWithdraw cash — counters don't do cards
painRequirements differ by branch — one wanted 2 copies, one wanted none
decisionOrder 2 originals now, or 1 and regret it?
painMy ikhraj qaid expired while I was collecting the rest of the visa file

The errand

Pick the right channel and it's almost civilized. Pick wrong and it's 1994.

actionOMT counter: hand papers, get a transaction number + SMS code
actionOr queue at the Adliyeh window, if I chose wrong~2–3h
costIssuance + delivery wait~2–7 days
pain"Rja3 ba3d jum3a" — the system is down that day
painDelivery address: our street has no name. "Near the pharmacy" it is.
triggerSMS: it's ready. That was... almost painless?
ailb takeoverailb files via the right channel and babysits the SMS codes for me

Use it — then need it again

The three-month treadmill, civil-paper edition.

actionHand in the original; keep a scan forever
actionTranslate + legalize the visa copy~$15/page + a notary stop
painThe job took 2 months to confirm — the extract is now stale for the visa
triggerNext year: the license renewal wants a fresh one
cost2–3 fresh extracts a year for anyone job-hunting or emigratingsmall fee × many errands
ailb takeoverailb auto-reminds and re-orders before every known deadline

It's not linear — it loops

Draw the arrows and the "process" collapses into a few tight feedback loops. These are where people get stuck, re-decide, and abandon.

Sajel 3adli (3 mo) Ikhraj qaid (3 mo) The slow process they feed
Two short-lived papers feeding a months-long process (visa, job, license). One always dies before the finish line, and the treadmill restarts.
Channel folklore Wasted trips
People still drive to the Adliyeh because that's what worked in 2010 — then queue, get redirected, and tell the next person the queue was the process.

Where ailb takes over (gold)

This one is already half-disrupted — LibanPost and OMT quietly fixed the access problem. What's missing is exactly the concierge layer: routing, timing, multiplicity, and the paperwork that comes after.

goldRoute to the nearest valid channel, not the folklore one
goldBranch-exact bring-list: ID, copies, stamps, cash
goldOrder the right NUMBER of originals up front
goldTrack the SMS transaction codes and delivery
goldValidity dashboard: every extract's death date
goldRe-order automatically before known deadlines
goldChain the after-steps: translation, legalization, embassy file
goldFor the diaspora: brief the parent/spouse who'll request it

The ailb flow — same outcome, 3 steps

What survives after delete → simplify → automate. One counter visit survives — by whoever's closest, with everything ready.

STEP 1
Say why you need it
Job, visa, license. The agent resolves the version, the count of originals, and the freshest valid channel near you.
STEP 2
One counter stop
You — or a family member, or a dispatched runner — hand papers at OMT/LibanPost with the exact kit. Agent tracks the SMS codes.
STEP 3
Agent finishes the job
Delivery tracked, translation/legalization chained if needed, expiry logged, re-order queued before the next deadline.

Verdict — should ailb disrupt this?

5/10Pain density
7/10AI collapse ratio
7/10Frequency × market
6/10Demo feasibility by Saturday

Overall: 6.3/10. The honest finding: this is the pillar's least painful process — LibanPost and OMT already solved access, and most people just don't know it. That's the insight worth keeping: when the state outsources a counter, a concierge agent can nearly fully absorb the errand, and the remaining value is routing + the 3-month validity treadmill it shares with the ikhraj qaid. Best used as the "document dependency" beat inside the visa demo, not its own demo: roadmap.
